A person cannot operate a bicycle unless it has a brake that can cause the wheel to skid on dry, level, and clean pavement. At nighttime, a bicycle must have a white light on the front visible from 500 feet and either a red reflector approved by the department, visible from 50 to 300 feet when directly in front of a vehicle's headlamps, or a red light on the rear visible from 500 feet.
